A grand jury is a group of citizens that reviews criminal complaints and decides if there is enough evidence to issue an indictment (take the case to trial).
Last month, a grand jury in McKinney, TX decided to not indict police officer Eric Casebolt on criminal charges after he was recorded on video body slamming a teenage girl in a bikini and pulling his gun on other teens at a pool party.
Harris County grand juries have cleared all officers of criminal wrongdoing between 2008-2012, and more than a quarter of the 121 civilians shot by law enforcement were unarmed.
